Fixed Block Inheritance

Each fixed block in a page type used as a template can potentially be copied to another page type that uses the template. This process is called inheritance.

The block details for fixed blocks and fixed rules have a checkbox called Can be inherited. If this is not ticked the block will never be inherited.

The other way to control inheritance is by using the Inherit headers from template and Inherit footers from template checkboxes on the Blocks tab of the target page type. These allow you to inherit blocks of a certain type (header or footer). Note that blocks with no type selected will always be inherited unless they do not have Can be inherited ticked.
